Sekitar 10 tahun lalu, mungkin kita tak membayangkan perkembangan industri media di Indonesia bisa sedahsyat sekarang. Dulu, di era Orba, hanya ada lima atau enam koran besar berskala nasional, plus majalah berita, serta beberapa stasiun televisi nasional.

Kini, kita malah sering bingung saat memutuskan koran apa yang akan kita jadikan referensi utama. Atau channel berapa yang harus dipanteng untuk menyaksikan siaran favorit.

Bermula dari keputusan Presiden BJ Habibie untuk mencabut Permenpen No 01/1984 tentang Surat Izin Usaha Penerbitan Pers (SIUPP), pada 5 Juni 1998. Setahun kemudian pemerintah bersama legislatif mereformasi UU Pers yang lama dan menggantinya dengan UU baru, yang dikenal dengan UU No 40/1999 tentang Pers. Beberapa pasal tentang kemerdekaan untuk memperoleh informasi diatur di dalamnya, begitu pula kran kebebasan terbuka bagi wartawan untuk memilih organisasi pers.

Buntutnya penerbitan pers marak. Siapa saja, asal memiliki modal cukup-setidaknya impas dalam kalkulasi arus kas sebuah perusahaan bisnis-bisa menerbitkan koran, majalah, atau tabloid, bahkan membangun stasiun televisi baru. Itu belum terhitung media online (dotcom), radio, dan sebagainya.

Media-media baru itu juga amat beragam isinya. Ada yang berisi aneka macam berita, seperti layaknya koran atau majalah yang banyak beredar, ada pula yang menyajikan isi amat spesifik. Misalnya, khusus soal ekonomi, hiburan, olahraga, remaja, keluarga, fashion, hingga panduan beternak ikan, serta renovasi rumah.

Situasi industri media kini mirip situasi industri perbankan pasca Pakto 1988. Bahkan, aksi bajak membajak wartawan juga semakin marak. Apalagi untuk wartawan yang dianggap sudah cukup senior. Bisa saja, si B yang beberapa bulan lalu baru pindah ke posisi redaktur pelaksana di media W, kini kartu namanya sudah berubah menjadi pemimpin redaksi di media Z.

Bukan hanya bajak membajak wartawan senior, namun kisah eksodus besar-besaran para wartawan dari satu media ke media lainnya, juga bukan cerita baru. Memang tidak pernah diberitakan di media-media, mungkin karena sesama rekan media sangat sungkan untuk memberitakan rekan yang lain. Namun faktanya demikian.

Media massa pun memasuki fase yang sebelumnya dinilai kontroversial, yakni fase pers industri. Benar-benar sebuah industri, karena selain mengedepankan persoalan idealisme, media massa juga tidak bisa menghindar dari nuansa bisnisnya yang makin kental. Ada hitungan untung rugi yang amat cermat di sana. Salah perhitungan di sini bisa berakibat kematian bagi si media tersebut.

Kehabisan duit
Tak heran, jika kini kita mendengar ada sebuah media massa harus tutup, bukan lantaran beritanya terlalu pedas buat pemerintah, sehingga harus dibredel. Tapi lebih karena pemiliknya memang sudah kehabisan duit untuk membiayai koran atau majalah itu. Artinya, peran iklan menjadi semakin penting.

Koran harian, misalnya, tak mungkin lagi hanya mengandalkan dari penjualan atau sirkulasi, tapi juga butuh kerja sama atau kontrak iklan untuk kesinambungan penerbitannya.

Di dunia telivisi ada istilah rating, yaitu jika acara televisi suatu stasiun banyak ditonton orang, maka peringkat acara itu akan naik. Dengan sendirinya iklannya juga akan banyak. Sedangkan di media cetak juga dipengaruhi oplahnya. Jika banyak pembeli dan pembacanya, maka oplah akan meningkat.

Dan dengan sendirinya juga iklan akan berdatangan. Karena iklan memiliki logic untuk pergi ke media yang paling banyak didengar atau ditonton atau dibaca oleh publik.

Media yang sangat bagus, jika tidak banyak didengar atau ditonton atau dibaca oleh publik, maka dengan sendirinya media itu akan berkurang iklannya. Dan pada saatnya nanti media ini akan sulit untuk bertahan, karena cash out-nya jauh melebihi cash in-nya.

Selain itu, mirip sebuah bank, nasib media massa sangat erat hubungannya dengan kredibilitas media tersebut di mata publik. Jika media tersebut kredibel, beritanya dapat dipercaya, tidak sekadar berita bombastis. Maka media itu akan memiliki banyak pelanggan.

Namun, jika media itu terlalu bombastis dan tampak kurang kredibel dimata publik, maka dapat dipastikan media itu tinggal menghitung hari untuk ditutup.

Selain itu, sekali lagi, mirip dengan kondisi industri perbankan. Industri pers kini juga mulai menjadi mencari dan dicari investor asing. Yang paling sensasional adalah manuver raja media Rupert Murdoch saat mengambilalih sebagian kepemilikan saham keluarga Bakrie di ANTV.

Lalu, meski masih berjuang dengan izin siarannya, Astro- jaringan televisi satelit asal Malaysia-juga siap meramaikan industri televisi (hiburan) di Indonesia. Ia siap menjadi penantang serius bagi jaringan televis kabel atau setelit yang sebelumnya sudah mengudara, yakni Indovision dan Kabelvision.

Etika jurnalistik
Memang pelonggaran regulasi di bidang pers ibarat dua sisi dari keping mata uang. Di satu sisi, membuka arus informasi bagi masyarakat dan di sisi lain adalah masalah etika jurnalistik.

Dengan membuka lebar peluang bagi munculnya media baru, maka arus informasi yang mengalir ke masyarakat tak lagi seragam. Ada alternatif yang bisa dijadikan pilihan. Dan yang penting, tak didominasi oleh kekuatan media yang telanjur status quo.

Kemerdekaan juga dirasakan oleh para pekerja pers. Untuk melegalisasi statusnya sebagai wartawan profesional mereka tak wajib lagi menjadi anggota PWI. Karena itu ada pilihan lembaga lain untuk berorganisasi, misalnya melalui Aliansi Jurnalis Independen (AJI).

Namun, di sisi lain, ada sejumlah persoalan yang juga menarik dicermati di balik semakin longgarnya regulasi di bidang pers. Mulai banyaknya pelanggaran etika jurnalistik. Ada yang masih dalam taraf yang masih bisa diperdebatkan, hingga yang sudah sangat terang-terangan.

Menurut Dewan Press, laporan tentang pelanggaran etika jurnalistik makin hari makin menggunung di kantor mereka. Yang tentu saja melanggar etika jurnalistik, adalah bila satu media massa mulai dikendalikan oleh kekuatan yang tidak pro publik, yang menjadikan sang media tak lagi mencerdaskan dan untuk kepentingan publik.

Namun, justru melakukan pembodohan serta merusak bangsa, baik dibidang ekonomi, politik, sosial dan budaya. Contoh yang sangat jelas adalah tabloid-tabloid porno atau paparazzi, yaitu orang-orang dengan kamera menguntit semua kehidupan pribadi seseorang figur publik, untuk kepentingan gosip. Yang semuanya mengaku diri sebagai bagian dari pers.

Atau, kian banyaknya kelompok orang yang mengaku sebagai wartawan, tapi sejatinya yang mereka lakukan hanya memeras atau bahkan mengancam nara sumber agar memberi uang. Itulah kelompok yang di kalangan wartawan di sebut WTS (wartawan tanpa surat kabar) atau wartawan ‘bodrex’.

Sampai di sini, persoalan yang muncul rasanya tak bisa dianggap remeh. Karena, bagaimana pun, pers merupakan pilar demokrasi keempat setelah eksekutif, legislatif dan yudikatif. Artinya, pers seharusnya memainkan peran sebagai salah satu penegak demokrasi di negara ini. Salah satu caranya dengan tetap menjaga kebebasannya secara bertanggung jawab.

Dan untuk menjaga kredibilitas media massa di Indonesia, tak lain adalah kalangan media dan pers Indonesia sendirilah yang harus berdiri dimuka dan menjaga kredibilitasnya.
